The population of Hong Kong is ageing. In 1991, there were 0.48 million people aged 65 or over, comprising 8.7% of the total population. The figure had increased to 0.75 million, comprising 11.1% of the population in 2001. Rapid ageing of the populationis an unprecedented phenomenon in Hong Kong, the society need to plan ahead to provide sufficient services for the growing elderly population. In his first Policy Address in 1997, the Chief Executive designated "Care for Elders" as one of the strategic policy objectives of the HKSAR government. The government aims to improve the quality of life of our elders, ensuring that they will continue to enjoy a sense of security, a sense of belonging and a feeling of health and worthiness. Over the past 5 years, the public expenditure on direct services for the elderly has rapidly expanded from $1.67 billion in 1997-98 to $3.53 billion in the current financial year. It is obvious that the government attaches great importance to improving services for the elderly. In formulating the long-term direction of elderly service, I believe the administration cannot do this alone or in isolation. All members of our community must participate actively in setting out the future direction, objectives and delivery strategy. The government, the welfare sector and also the academic need to co-operate closely to determine the long-term vision and mission for the development of elderly service in Hong Kong. When we are on the road to identify what the major societal problems in the ageing society are, to develop broader strategic directions, and to plan our service delivery in a strategic manner, I believe this book will be our good companion.
